The real problem is the hordes of entrenched long-term employees that have become lazy and indolent over the years and are overly protected by civil service rules so it's so difficult to fire them to the point that supervisors aren't even willing to try.

Not certain, but I don’t think civil service rules as such can prevent RIF decisions based on legitimate decreases in personnel levels.
