The Trump administration has directed federal agencies to fire most trial period and probationary staff within two days. This decision targets many of the roughly 200,000 people hired by the federal government within the last two years.
The Office of Personnel Management (OPM) has advised agencies to dismiss employees who are still within their probationary period, typically one or two years. This directive affects 200,000 probationary employees. Additionally, about 75,000 federal employees have accepted buyouts. In total, 275,000 federal employees are impacted by these measures.

Not certain, but I don’t think civil service rules as such can prevent RIF decisions based on legitimate decreases in personnel levels.

The Clinton administration were the masters at beclowning the federal employee unions.
Their approach was not RIFs.
They would “reorganize” departments like a game of musical chairs.
They abolished everybody’s job in the reorganization.
Then managers and employees could apply for the much smaller number of chairs.
If you did not land in a chair you were gone.
There was nothing the union could do about it.
One purpose of the exercise was to get rid of white males.

You are correct. But a termination as a part of a RIF (Reduction in Force) is not the same thing as a termination for poor performance. A RIF will unfortunately eliminate the good employees along with the losers. Getting rid of a bad employee is much more difficult as it necessarily requires evidence and documentation, and it almost never happens to those who are minorities.
