It appears to be a caliber deficiency, not a training deficiency. The residents did hit him. Two shots in the photo look pretty good and the higher third one might have been from a second-story window.

And there’s astoundingly little info on him, which leads me to suspect an illegal.
I remember a video many years ago of someone in a tank going on a rampage someone and the guy was targeting car and peeling them open like cheap aluminum cans.
IIRC, they did manage to stop and kill him. Have not been able to find that video since.
