British civil servants ran the place for a very long time before the term Deep State came into currency. The idea was that the Ministries have a steady hand on the tiller despite the vacillations of elective politics. Power, as Lord Acton said, tends to corrupt.
Don’t leave out the CFR or the Trilateral commision.

The Deep State is, essentially, when every political party has allowed the revolving door of top executive branch insitutions to go on for so long that the top officials in those institutions and a great mass of the officials under them, see our elections as events that no longer concern them so much, they, what they think of as “the real government”, will survive, institutionally, intact, AND if anyone aspires to election to disrupt that, they will directly interfere in the election processes in order to keep their power unchecked.
I think it is time for a wholesale do over.
This is why Trump is a “threat to our democracy,” emphasis on “our”.
