When I was visiting Italy often they had a different tipping system. 17% was added to each bill at an eatery for “service”. That might include having the chef come to your table and explain his technique on a dish, for example. Leaving a little change on the table as a friendly gesture for the waiter was the custom but only a little change. Leaving more was actually considered an insult.

Good. I’m willing to swallow it at the national level to defeat our wicked enemies in November. Beyond that, I’m weary of legislators coming up with new and inventive ways of giving away my money. I pay taxes on all my income, and so should they. The marginal state income tax rate here in CA for those earning minimum wage and working full time is 2%; mine is 9.3%. Poor lambs
