Can someone point out on the map where merch row was—and where this was taken? We should be able to get a fairly close time of day from shadow length/direction.

There was no picture taken by the swat guy going off duty at 4:26 of the person sitting at the picnic table. It might have been the owner of the bicycle and backpack that was later determined not to be Crooks's.
