Interestingly enough, the The English “Bill of Rights 1689” included the right of citizens to have arms. But only if you were Protestant. From that Act of Parliament:
“Protestants may have arms for their defence suitable to their conditions and as allowed by law…”
The trick was that allowed-by-law thing. What Parliament gave Parliament later took away. Today in the UK you cannot even carry pepper spray for self-defense. However, the British police will allow you to carry a whistle.
I doubt very much if a whistle will stop a crazy Islamist from stabbing you.
