Sounds more like a joke to cya than anything close to legit. This plan was all over the place, "Merchant’s plan included various criminal activities: stealing documents from a target’s residence, organizing protests, and ultimately assassinating a political figure or government official." And they still can't get their story straight about beefing up security. Every time they open their mouths, it's another pitiful lie that wouldn't fly at a 5th grade lunch table.
