It has nothing to do with parents going elsewhere at a later date. The parents could be US citizens who up and leave the country after the birth of a child. It’s totally irrelevant to the child.
The child is not responsible for what parents do after it is born. The only delineator is US jurisdiction at moment of birth. Diplomats are immune and the US has no jurisdiction over them or their children.
