If that is true, then the superior who told him not to take the shot needs to be charged with Treason.
That whole “green light” thing is an artifact of the 70s and 80s. There pretty much is no such thing as moder LE snipers needing to get “permission to fire” with the exception of a static standoff with negotiators etc.... and even then it’s not absolute.
If they really had to radio for permission, that is at least 30 years out of date as a LE concept.
