Correct. In 2028 the potential nominees need to compete for the honor. But historically the incumbent vice president has an advantage over the opposition, if only because he starts out with much more name recognition. But very few incumbent vice presidents actually win the term immediately after their President. When George Bush won in 1988, it was the first time since 1836 that that had happened.
