In Western culture violence is reserved for the state. The state is dominated by beta males. Beta would be higher and more assertive than the trans, LGBT etc. on such matters, but the end result is the same. The state takes no action because taking action, taking control of things that might destroy the state is just not how beta males act. In the tribal venue, alpha males manage violence to protect society and beta males come along to provide medical care and logistical support. But in government, there are few, if any alpha males.
