This does appear to be unrelated to the FAA Airworthiness Directive issued in March.

It deals with a fire risk related to the center wing tank.
Although from the picture, this appears to be an engine problem, not a tank problem.
Nothing to do with a “tank”...it is an engine compressor stall:

That AD is for a missing ground strap on a vent for the center wing tank, and was determined to be an item that can be corrected during the next scheduled deep maintenance cycle.
