USA Today headline misrepresents the facts. The Verkhovna Rada had to approve the executive order before it could become law. That's how it works in Ukraine. Zelensky is not some Russian authoritarian who mere whim is law. Or even the USA, where executive orders do not have to get approval from Congress.
