I think it was initially used of the Jewish Diaspora in ancient times, which included people who had never lived in the Holy Land themselves but whose ancestors were exiled by the Babylonians. So the African Diaspora would not necessarily mean only people born in Africa, and I think it is used generally of people with sub-Saharan ancestry even if many generations back.
