The tactics the protestors were trained in were designed to set up confrontations, with the purpose of eliciting an overreaction by the people trapped in the protests.
It is not a normal reaction, for people in an intersection, when a car is attempting to move through them, to surround the car and beat on it with hands, feet and other objects.

The real outrage here is in the local and county governments of Austin enabling armed “protesters” to set up roadblocks.
Megyn Kelly has discussed this on her show. In her case, it was the local government of Kenosha, Wisconsin, who ordered police to stand down, and REFUSED to call in the National Guard. They set up a situation that made likely the armed confrontation with Kyle Rittenhouse.

If Trump had been reelected, and had a strong Attorney General, then perhaps they could have looked into civil lawsuits against these jurisdictions.
If I had my druthers, even criminal charges are warranted against the mayors and town managers of Portland, Kenosha and Austin. I’m not a lawyer, so I can’t say for sure if there’s a federal means for doing this.
