Rats will infest a area if there is food. Evidently the housekeeping is very poor.
On the Plus side they could do a Naked and Afraid show in there as it has a good food source.
BINGO! I worked for a Housing Authority that would go around telling private landlords about code violations, health and safety issues. Lots of large women employees keeping snacks in their desk cabinets. Low and behold it rained hard once and the drop ceiling caved in and rodents poured out.
Oh the irony.
