You clearly misread what was printed there. This effort of subversion was implemented long before the fall of the Soviet Union. Nobody should question the fall of the Soviet Union as it happened. The questioning should be, did the Global Communist Internacional sow the seeds elaborate scheme to get us to destroy ourselves and then come roaring back to take over the world?
