He’s running loose because lawmakers in the uncivilized western countries, including the U.S., have for decades been brainwashed by Social “Science” gurus who know virtually nothing about human nature and the proper governing of a truly civilized country. If it were otherwise “perps” like this fiend would be tried, convicted, and sentence to capital punishment within two weeks of apprehension. And no “MOTIVE” testimony would be admissible at trial other than fact-based testimony alleging self-defense or the defense of another innocent person.
