Also Kaiser Wilhelm who got caught up in a gay scandal a few years earlier wanted to prove he was no homo after the assassination of Arch-Duke Ferdinand so he told the Austro-Hungarian emperor that if Austria-Hungary declared war on Serbia that he would have its back and not to worry about Russia since it would avoid declaring war on behalf of Serbia since Russia had been badly defeated in the Russo-Japanese War less than 10 years earlier and would avoid a new war at all costs. Yeah, no way a major war would break out... except it did. An overconfidence that is reflected in Blinken's efforts on behalf of expanding NATO.

Well, just to give a pop quiz answer, one would say somewhere along the time that the Soviet Union disintegrated and the reunitication of Krautland. Which was the next country to join NATO after those things? That might be a good answer especially from a Russian POV.
