The 764 tons of hazardous materials were probably old computers, TVs, batteries, etc. that were off to China to be recycled. By 12 year old kids burning the rubber and plastic off of the wiring and melting down the circuits. To save the environment.

I forget where I read it but one reference was to electric car batteries.
