The U.S. Navy budget, probably covers the heavy lift barges and associated working platforms - ie the equipment and their crews.
The U.S. Navy requirement probably has priority.
I am guessing that a long-term “investigation” will bend toward “who can pay” for all the rest.
Can't wait until Trump returns so we can remake our services get rid of all the trash and put true patriots back in service.
Too many of the wrong players now in charge.
