I don’t see how Ukraine gains from this. It’s just bad press and will unite the Russian people in favor of the war. In fact, Russia gains more than Ukraine from this. It took their police over 1 hour to respond! That’s suspicious.
The CIA gains though...they are always looking to stoke fires around the world. And possibly get Russia to use more deadly weapons in Ukraine, dragging the US into the war.
