As for the attack on Moscow, the evidence of ISIS involvement is already persuasive: ISIS claimed the attack as theirs and provided video that was shot on the scene by the attackers as proof. In addition, as reported by Russian authorities, the attackers used passports from Tajikistan and at least some were Tajiks. There is no valid basis for thinking that Ukraine was involved.
For generations, Tajikistan and other Muslim states to the south of Russia have been a security concern. As for pointing fingers at the CIA, US influence and credibility in that region collapsed after the US withdrawal from Afghanistan.
