That's the vibe I got from the article, too: no details, no analysis, just an overall "are we oblivious to this threat?" feel... which is probably the level of depth that a pharmacist would be writing about.
All that said: this is an emerging technology area and of all countries, I'd definitely watch China and Russia on their efforts in this direction. Among other reasons, they are probably the most likely to actually test their ideas on live targets. The author is right that these things should not be ignored.
DEWs are already being deployed in the US. That everyone is so ignorant is quite disconcerting. I am hit regularly in my house for my opposition to the domestic surveillance.
