It's = a contraction of the subject pronoun "it" and the verb "is"; i.e. "it's time to release the laptop."

But let’s face it, “its” and “it’s” are a thing around here. So is “boarders” when talking about the Texas boundary line, “loose” instead of “lose”, a festival of “there/their/they’re”, and a host of ther fat-fingerisms (present comany excepted). Give a grammar nazi a break, ’k?
