None of that has occurred.
So Potato Head has no legal authority to activate/control National Guard units.
President Trump wanted to call up 10,000 of the District of Columbia National Guard prior to January 6. As President he couldn’t without the consent of the DC Mayor or Speaker of the House, thus they stayed home. Not sure if it required one or both to consent, but neither did.

Biden could use regular army troops and Navy to attack Texas and the Texas National Guard.
Biden has more bayonets than Texas does. Biden could get away with it.

Legally the article is correct, practically it may be another issue.
The problem today is to what level would the TNG be inclined to accept any orders from Biden. There is a reason Political Leaders fear military leaders and their own ground troops.
No different than ignoring the make up and current views of the average solder on the ground. Just how willing is the TNG to allow Biden to tell them they have to allow illegals to invade their home and possibly harm their families?
This is no civil rights thing, this is real life and death stuff.

Ironically, the state of Texas is using obstructions to try and ENFORCE the laws of the United States against the wishes of the Feds.
Won’t be a problem if all the states just turn over their illegal alien ‘parolees’ to the District of Columbia, aka, Washington, DC. It’s the closest place that doesn’t have state sovereignty issues.
