That’s not the way any of this works. But that IS how the attempt to work around Art. II has gone forward. It’s been a dark work in progress for many decades, but until obama it never quite worked. Sadly people allowed themselves to be convienced that the fourteenth amendment AMENDED Art. II, but it did not and was never intended to. It turned out to have a trojan horse effect.
