While by the time you are CO of a sub your best drinking days should be behind you, just bear in mind that if we had instituted a policy of busting and disqualifying every submariner who was drunk and disorderly off duty we would have lost World War II. Carousing ashore was the reward for doing a tough, highly skilled, and supremely dangerous job afloat.
