The mayor of Eagle Pass is the source. This is being reported by multiple sources. Yes it is, for better or worse, happening.

When I was stationed in Del Rio, we went to Eagle Pass sometimes, to go into Mexico. Hardly anyone ever heard of the place. Now, many people know where it is.
