If you’re referring to the federal government, you are correct. But like any law enforcement organization at state level, and in this case territory level, they have no power outside of he items I mentioned when it concerns civilian law enforcement. And those mentioned powers came off their web site.
And due to the fact that DC is a federal territory, while they are somewhat equivalent to city police or metropolitan police, they are under federal jurisdiction due to the unique nature of being a federal territory. But they have no rights to work in a state independently as law enforcement even on their grounds. They still fall under state law and states’ rights.
