There should always be a log of where a call comes from, not only the address but if a cell phone which cell tower is it came from. It’s called the back trace and all 911 centers have access to it

Unless it's a burner phone...
But the dispatcher should know that, as well as the origin of the call. Responding officers should automatically be informed of this, as it should temper their response. Calls coming from outside the geographic area should be very suspect.
