I would hope that the punishment would laser in in the guilty. There are many Christ followers in Michigan who do not deserve to be punished.

God's judgment and allowance of temporal tragedies would be consequences on a government "of the people, by the people, and for the people"; not punishment of individuals, Christians escaping the consequences administered by the government would have no motivation to influence their neighbors to repent, would they, eh?

How many of these "believers" have forfeited their own duty by not voting, or campaigning, or writing their elected officers for God-fearing representatives to productively occupy office and effectively guide the school boards, pulpits, and public agencies?

God can and will hear prayers from coequally-suffering grieved individuals, and perhaps see that a sincere prayerful appeal may bring relief to His Own meek child, apart from the majority of both deliberate offenders and "luke-warm" professing (but not practicing) "believers."

Why would you think God would behave differently in Michigan than He has in all recorded history of governments? Read your Bible on Israel's challenges, as one example of how He deals with mankind. Or Noah's biography, for instance. Or the Exodus and its Passover.
