Note that the EU as a bloc provides very little military aid, mostly through it's $5B/year European Peace Facility. Military aid comes almost exclusively from the individual member countries. So this $50B being blocked is various forms of financial aid. Orban is doing this to unfreeze EU money, though he also clearly supports Russia.

Orban ... told state radio he had blocked the aid to ensure Budapest gets EU money that is frozen over concerns about the rule of law in Hungary.

"It is a great opportunity for Hungary to make it clear that it must get what it is entitled to," he said.

That is true. Military assistance from European Countries keeps flowing, coordinated in the Ukraine Contact Group (Ramstein Conference), and through NATO planning and coordination.

Also, this 50 Billion euros were to be spread over 3 or 4 years, and to be 2/3rds loans, and only 1/3 grants.

It was a plus up to already approved loans and grants, so it is not a showstopper economically either.

Macron (who got Hungary's 10 Billion euros unfrozen) is not amused with Orbán:
