I couldn’t get the (supposed) pdf of the full FBI report posted in the story to open. The portions of the FBI report that are posted in the GP story just state that there was no fraud, I didn’t see anything that specifically exonerated Guiliani or implicated Wray.
To me it just looks like another poorly written GP story where the content doesnt’ match the headline.
