I propose an independent body which would look at ideas like this and determine if doing these type of projects which affect the globe actually worth it. It will be called the Citizen Risk Assessment Program or CRAP! The group will look at government proposals on energy and determine whether they meet the guidelines or if it is just CRAP.
The elites flying their private jets will make sure they're allowed to consume energy without having to pay the fee. The rest of us will have to pay the jizya tax.

But greatly enriching a certain segment of elites.
