Actually, the fire department and Governor whatsit both admitted it was arson and not by the homeless (who also had to flee).
I’d suspect “Just Stop Oil” or some other anti-petroleum, anti-personal automobiles group. Which of course the government will never admit, since CA is 100% on the side of ecoterrorist destruction.
