Cleveland does have a high poverty population, and high violent crime on a per capita basis. But that hasn’t stopped a healthy in-migration of residents, as older office buildings are repurposed to upscale apartments and condos. As for the working poor, the cost of living is relatively low compared to larger cities, so there’s that. Cleveland has shrunk to under 400,000 population, as manufacturing jobs have left town; which also means less crowding and attractive open spaces, recreational venues, and a first rate cultural district at University Circle. It isn’t Shangri-La but it has long since outgrown the “mistake-on-the-Lake” meme.
