Incompetence, driven by incompetent ideologues with an intellectually dishonest and incompetent worldview that mistakenly, stupidly believes a change in the U.S.-Iran relationship will (1) change Iran domestically and change Iran’s role in the Middle East and (2) make Iran in the long run a “partner”, (3) ending U.S. geopolitical reliance on partnerships with the Saudis and the Gulf States. Every single one of those ideas - that did begin with Obama - totally do not understand the Mullahs in Tehran nor do they understand how deeply the ideological naturte of the Mllahs in Tehran is such that they can be nothing other than our adversary.
Did they understand all the bad consequences of those ideas? No. So the bad consequences have not been their intent, just the bad results of their stupidity.
History will tell.
