Spot on, AC. It took the existential threat of Pearl Harbor to successfully implement the draft. There is no existential threat today. Hell, our worst enemies can count on liberals and Muslims to march on their behalf in the US.
I served on active duty (Army Air Defense Artillery) from 76-84, at the beginning of the AVF. My battalion in Germany always operated at 80%, or less.
There was a significant benefit to being in a Chaparral/Vulcan battalion: women were not allowed in these units, because our primary mission was with an infantry or armor division.
Being on AF bases for short range air defense was truly a bonus. As a Platoon Leader, I rarely had a discipline problem in my ranks. I'd sit an underperforming soldier down, and tell him, "You've got two choices: improve your performance and continue to receive your omelets made to order in the AF dining facility, or stay on your current path. In that event, I'll ship you to our sister battalion that's attached to the 1st Infantry Division. You'll spend 8 months out of the year training in the red mud in Grafenwoehr...it's your choice."
There's always one who thought, "the LT is full of it." Within six months of being transferred, he'd come back to visit his buddies, telling them "the LT was right."
Colleges and universities will welcome a return to the draft. It's an easy way to reverse declining enrollment.
The rich and elite have found ways to avoid the draft since the War of Northern Aggression, and they'll find ways to avoid the re-adoption of the draft.
My last battalion commander turned our battalion from a C-3 to a C-1 (combat ready) in 18 months. The first step was to discharge over 60 malcontents, or about 10% of our total force. You can imagine the paperwork involved, and he took a lot of heat from higher HQ.
