Egypt has had a relatively small (by comparisons to Gaza) Palestinian diaspora since 1948. However, given that Hamas originally split off from the Muslim Brotherhood (from what I recall), I can understand why they’re wary of taking more when Egypt already is playing host to millions of refugees from various other conflicts.
