I've never seen any governmental entity anywhere run by blacks, male or female, succeed. City, country, municipality - they all fail or are failing as I type this.
They run some businesses well - just not governents.
Not surprising. Black business people risk their own money. Drug pushers impose severe penalties on deals that go bad. They don’t like to lose money.
