I think I read that this guy was out on parole after receiving a 30 year sentence for attempted murder and sexual assault and only served 7 years after the recently indicted Baltimore prosecutor Mosby recommended his release after 7 years. He was actually the recently hired maintenance guy in her building. The Baltimore mayor is complaining he should never have been released

There is no evidence of that. He was already being tailed by the cops for raping a woman and setting her on fire, along with her boyfriend.
He was just a criminal who gained access to a building and killed the victim. Lots of people are too friendly and the access of security gets compromised for that character trait.
