Big difference between this and the Civilian Conservation Corps was that the CCC was created by a law. From Wikipedia's page on the CCC:
The Emergency Conservation Work (ECW) Act was introduced to Congress the same day [March 21, 1933] and enacted by voice vote on March 31. Roosevelt issued Executive Order 6101 on April 5, 1933, which established the CCC organization and appointed a director, Robert Fechner,
OK, it was a quicky law in the FDR inaugural frenzy and of questionable Constitutional merit, but at least Congress had their sticky fingerprints on it.

Congress has repeatedly failed to rein in government spending and had failed to END useless government departments, agencies etc. Useless government departments, agencies etc. would cease to exist if Congress would stop funding them.

Somehow, when I read that, I pictured two things. First, the Safety Patrol setup in Elementary School where you get an orange sash and a badge. I remember poor Thomas Stronsser got fired on day one because he thought this made him a crossing guard.
They tried to recruit me, but I was quite anti-authoritarian in those days, and declined, calling them "Safety Pigs".
The second image I received came from the old New York edition of Romper Room, where all these kindergartners would run around in cardboard police cars (powered Fred Flintstone style) and dealt with litterbugs and whatnot.
