Guaranteed the goal of the jail is to take as terrible a photo as possible. Look at the poor lighting and camera angles used already for the other mug shots.
It wouldn’t surprise me if they try to distract Trump with ‘polite’ conversation and take a series of photos before he is prepared or aware; trying for a photo with his mouth open and looking in the wrong direction.
