Easy to establish a million/billionaires only resort.
Reasonably easy to prevent unwanted Plebes from getting or staying there.
Allow only native Hawiians and maybe business owners and staff to remain. Only allow businesses that cater to the people living there to open/ reopen.
If this is the plan.. Expect that only cargo and small private aircraft will be allowed due to some sort of airport related damage.
