That’s the problem, and same as it was for the Jews in the 1930s, and regular Soviets under Stalin. When people think their leaders are insane, instead of fighting them (or moving to a safer place to live), they hold out hope they’ll either come to senses or be replaced. Unfortunately, that’s rarely the case.
