The machinations with Hunter are simply to get him under the jurisdiction of a different judge. The one he has now questioned the sweeping immunity the sweetheart plea deal he had reached with "prosecutors", and would not approve it.

So the government response is to drop the charges in that jurisdiction and re-file in new ones where he will find a more compliant judges.
