Not at all! Putin thought that Biden is weak and that he could get away with it. For Putin, it seemed to be the best timing to do what he has wanted to do for years. All the complaining about NATO expansion is just a smokescreen. He knew very well that Ukrainian membership in NATO was blocked as long as he held Crimea and Donbas. It amazes me that there are so many who have bought his excuses.
