A small bomb did more damage to the ship than was conceivable even after many revisions as to how much explosive should be used to “damage” the ship, not sink it so it would not be seaworthy.

Well, we can proabably all agree that the British, French, and Americans all preferred to have Jews in concentration camps rather than have them sent to the Palestine Mandate, Madagascar, or Cuba, respectively. So when you get right down to it, the British, French and Americans were ultimately responsible for the Nazis implementing the Final Solution when proposed other solutions were blocked.

The Germans did manage to get 10s of 1000s of Jews safely out of Germany and Austria to Palestine despite the best efforts of the western powers (Haavara Agreement) including some that were being held in concentration camps.
